The Council of the London Boroughs of Waltham Forest, and other participating organisations ("the Authority") is seeking Tenders from suitably experienced and qualified organisations for appointment to the Framework Agreement for the Provision of Manned Security Guarding, Supply Installation and Maintenance of CCTV, Network Management, Lone Working, Fire Alarm and Door Entry Systems for the following Lots:-
Lot One (a): Wireless Services / Provision of Fibre
Lot One (b); Cloud Services
The Framework shall commence on 1st July 2019 and, subject to satisfactory performance, shall continue up to and including 30th June 2023 ("the Framework Period").
A maximum of four (4) providers are to be appointed to each of these Lots of the Framework. The Framework is available on a national basis to any public sector organisation within the United Kingdom.
All providers appointed to each of the lots are required as a minimum to have the capacity to deliver the service on a national level throughout the United Kingdom. Organisations can tender for one or both lots.
Organisations shall be experienced in providing similar services and shall also be required, as part of their Tender, to complete a Selection Questionnaire containing information about their economic and financial standing, technical capability and other general information. This information will be assessed to establish that the organisation is financially viable and technically capable of undertaking a service of the nature covered by the relevant Lot. Also, as a pre-condition to their Tenders being evaluated, organisations will have to satisfy the mandatory and discretionary grounds for exclusion contained in the Selection Questionnaire.
The Authority carries out financial appraisals of all organisations that Tender for the Authority's contracts to ensure that such organisations satisfy the Authority's minimum standards of economic and financial standing. In this instance the Authority has set the following financial thresholds as follows:-
Lot 1 (a): Minimum of £1,500,000 annual turnover in last 2 years
Lot 1 (b): Minimum of £600,000 annual turnover in last 2 years
