The Highways Agency (HA) has awarded the Collaborative Delivery Framework (CDF) for a 4 + 2 year period that will provide works and professional engineering design services in connection with the delivery of the strategic investment programme and other works associated with the HA's road network as and when required.

The Highways Agency (HA) has awarded the Collaborative Delivery Framework (CDF) for a 4 + 2 year period that will provide works and professional engineering design services in connection with the delivery of the strategic investment programme and other works associated with the HA's road network as and when required.
The CDF Framework will be structured in the following Lots covering:
Lot 1 — Professional Design and Engineering services. Lot 1 will be enabled to allow suppliers to be appointed by suppliers in Lot 2, Lot 3A and Lot 3B.
Lot 2 — Medium value construction works with scheme values of between GBP 0 and GBP 25 000 000 which may be extended up to GBP 50 000 000.
Lot 3A — High value construction works with scheme values from GBP 25 000 000 up to an initial value of GBP 100 000 000 which may be extended up to GBP 300 000 000.
Lot 3B — High value construction works with scheme values of between GBP 100 000 000 and GBP 450 000 000.
Delivery Partners (suppliers) will be required to provide engineering design services, advice on buildability, planning, interface management and aggregated procurement at the pre construction stage. Delivery Partners in Lots 2, 3A and 3B will be required to construct, integrate and commission schemes, in collaboration with other organisations engaged in carrying out design, construction and supply, to ensure successful delivery of the HA's objectives. Delivery Partners will also be expected to work closely with the HA's delivery office (the Hub) and other Highways Agency category management suppliers.
The work and services in each Lot are varied and may include any or all of the requirements and applicants should note that the requirements in each Lot are not an exhaustive list.
Examples of the schemes type to be commissioned through the CDF includes the A14 Cambridge to Huntingdon, managed motorways, conventional schemes (Widening, bypasses), junctions, super pinch points and asset renewal works and works and services of a similar nature for other government departments who may wish to use the framework (as further defined in Section VI.3).
Delivery Partners will be expected to work collaboratively with each other and with other organisations contracted to the Highways Agency to deliver the requirements of the strategic investment programme plus other HA works and services as required.
Delivery Partners are required to provide these services throughout all of the Highways Agency's (HA) regions. In addition the Framework will be available to Tier 1 suppliers to these organisations and other Executive Agencies of the Department for Transport, other Central Government Departments and Executive Agencies and local Highways Authorities in England, Welsh Assembly Government, Northern Ireland Assembly, and Transport for Scotland.
