Project KOPPLA's objective is to develop and deliver an 'off-board' Proximity Awareness Capability (PAC) for Combat Air (CA) platforms operating within UK airspace utilising existing Air C2 systems in order to mitigate the risk of Mid Air Collision (MAC) with Commercial Air Traffic (CAT). Tender responses must require no modifications to the aircraft and have minimal impact on Air C2 systems and resources. Coherence with existing and future Air C2 architecture will be a priority, as will future sustainability.
KOPPLA should provide mitigation in all areas of significant MAC risk and allow for a multi-phased solution that will build on an initial mitigation.
KOPPLA will achieve Initial Operation Capability (IOC) within 6 Months from Contract Award (T+6). IOC is defined as, at the minimum, to have the capability to pass air surveillance tracks over Link 16 to Typhoons operating in vicinity of RAF Coningsby. Due to the safety critical nature of the project, Tender responses are required to demonstrate how they will rapidly achieve IOC.
The contract will comprise the delivery of an IOC at RAF Conningsby within 6 months of contract commencement. There will be a future potential option dependent of successful delivery of the IOC and funding to deliver a complete solution to UK airspace.
Tenders shall identify a clear route to wider implementation of the system across wider UK airspace.
Tender responses shall provide a breakdown of costs to complete the different stages of the work.
Due to the release of a Prior Information Notice, and the safety risk associated with this project, KOPPLA will be an accelerated competition. A ten day PQQ will be followed by a four week tender return period.
Successful tenderers will need to be able to achieve List X prior to contract commencement status due to the cryptographic material associated with Typhoon.
