DFID is seeking to establish a Global Evaluation Framework Agreement (GEFA) to ensure the provision of efficient and effective consultancy services for the design and implementation of evaluations across its programmes, adhering to the Organisation for Economic Co-operation and Development (OECD) Development Assistance Committee (DAC) Quality Standards for Development Evaluation. The services will also extend to programmes funded through the UK Government’s £2.9 billion International Climate Fund (ICF), jointly managed by DFID, the Department for Energy and Climate Change (DECC) and the Department for Environment, Food and Rural Affairs (DEFRA). It is intended that the GEFA will become DFID’s primary route for engaging service providers to undertake its evaluations. Appointed suppliers will be required to deliver the following six core elements; - Design and implementation of evaluations - Geographic coverage - Thematic coverage - Programme coverage - Working with others - Communications Full details of the services are in the Terms of Reference. It is anticipated that the Framework Agreement will begin in August 2012 and operate for an inital 2 year period with the option for a further one year extension subject to ongoing need. DFID will accept bids from consortia for this work.
