Derby City Council has a responsibility to provide suitable accommodation and support for Care Leavers up to 21 years, 18-21 year olds and up to 25 years if still in education or training, Looked After Children leaving foster and residential care 1618 years and homeless young people 16-17 years who become children in need/children in care with a range of presenting needs.
The aim of this Framework Tender is to contract with a number of Providers to provide a range of accommodation and support to meet the individual needs of each young person. The outcome will be to enable the young person to develop and gain the necessary skills to live independently as well as encouraging Education, Training and Employment with an emphasis on good Health outcomes.
The framework will have providers with a range of accommodation and support packages who will bid for referrals put out by the Commissioning and Placements Team.
The tender is split into Lots.
Tenderers may apply for one or both Lots which are as follows:
Lot 1 Children in Care and Care leavers
Cat 1.1 Emergency provisions (short-term)
Cat 1.2 Transition provision from Foster and Residential
Cat 1.3 Independence and move on (inclusive of outreach support)
Lot 2 Children in Need/ Young Homeless 16&17 years
Cat 2.1 Emergency provision (short stay 1-7 nights)
Cat 2.2 Short-term provisions with support hours
Cat 2.3 Accommodation only up until 18 years without support hours
The initial contract period is two years: the contract is estimated to commence 1st March 2017 and expire 28th February 2019 .
There will be the option to extend by a further twelve months to 29th February 2020.
The estimated budget is 500,000.00 per annum.
Please note, suppliers wishing to express interest and obtain the documentation, must do so by 5pm on 3rd November 2016. However, it is recommended that you express interest and obtain the documentation well before this time to allow sufficient time to prepare and submit a comprehensive response.
The deadline for returns is 10.00am on 4th November 2016.
